Riddler robs a bank but didn't expect to be punched in the face by a random woman name Letha. After setting her up for breaking his nose the authorities thought she was working for him. She protest that she wasn't but didn't believed her so they sent her to Arkham. They strike a deal to work together for now she becomes his new partner. Penguin doesn't like her so much so he tries to get rid of her as quietly as possible.
