(Villian Deku) All for one, preparing noumu, decides to deviate from his normal methods to try and make a new type of noumu. Sentient noumus, noumus that could think for themselves. However, a young shigaraki expresses want for a sibling. So he decided to kill two birds with one stone. However to do this, he required one to be younger than tomura...and to have no quirk.
