Waiting in line for government officials to send water is already the most important part of the daily life of Flames City（焱城） residents.
This is a story about resistance, obedience and silence.
The story happened in the island city of Flames City--the original name is actually Cyun Town（泉城 or Spring City）--The annual rainfall is less than 50 mm, and there is in extreme drought and high temperature for nine months each year. The government relies on a strict water distribution system to controls over 1 million people.
