Working in isolation, the U.S. Mind Corps is an elite government agency that trains its agents to unlock the secrets of the mind. When the young telepath Colby realizes that he was kidnapped and brought to the agency as a child, he escapes and tries to start a normal life. To stay hidden, Colby promises to never use his abilities again, particularly never to read the mind of his new friends.

When a local crime lord starts to develop telepathic abilities, Colby starts to break his own rule to keep people safe - placing a target on his back from the very organization he fled from.
