It was just a ridiculous event. No one knew what happened before it happened. Shigaraki, Overhaul, Aizawa as well as some hero in training met at a crossroad and life didn't wanted it others but having Hawks chasing down a villain as well?! Oh what would make it better than for that villain to have a quirk in which they will see a certain persons personal traits in a couple of various situations? OHO Wouldn't that be totally ridiculous? What if class 1A was used as a test subject and it was no other than Izuku to be tested it on first? Well the answer is clear! His past and future are so diverse that the class was shocked to see what he could have been and where he could have ended up to be!
