The United States is broken.  The Democratic Union and the New Confederation rule scattered pockets of the country.  Hatred and tension fuel both sides as they view each other with suspicion.  At the same time, a Nationalist Mexican insurgency has taken much of the South-West by force and certain territories have been allotted by the Union to the Islamic peoples.  

With the once-great-nation now dissolved - controlled by four competing regimes of Socialism, Fascism, Mexican nationalism and Islam - a new cold war is on the edge of exploding into outright conflict.  During this incendiary time, a right-wing provocateur infiltrates a Washington college, creating a national scandal that leads to violent consequences.
