In 2038, global warming lead to rising sea levels which submerged the Chinese city of Shanghai and displaced approximately 40 million people. Consequently, China, the world's only remaining superpower, relocated its citizenry to Australia without the nation's consent. The Neon Cell takes place in Melbourne City, 2048, one decade after China's colonisation of Australia. The narrative is primarily concerned with following the characters who DON'T matter, the ones heroes run by without a care as they save the day. The Neon Cell is not about overcoming. It is not about defeating tyranny. It is about those people who lose the most when disaster strikes, and how the nameless, the invisible and the commoners struggle to survive against oppressive odds.
