Flaire's parent was dead when she was a baby. So Lady Gerda, the widow, promised to the king that she will raise Flaire like her own daughter and Caito was her only true son. King Kashmier, the dragon slayer, won't allow his son Prince Ashford to have relationship with Flaire because she is a half-blood dragon.
