Academy City a place which is said to be 50 years apart in their technology from other countries. The population of Academy City are 80% Students and the other 20% Adults.
The reason behind this is because they are developing an esper with a very powerful abilities. In Academy City there's a system to categories the esper by their level.

There are level 0 is a person with powers but can not control it, level 1 a person with low power that can bend a spoon, level 2 their power are not very useful in everyday life, level 3 considered to be convenient to use in everyday life, level 4 the wielder acquire tactical value in military force, and the highest are level 5 their wielder can fight alone a military force on equal terms.
