On July 16, 1969 the US government added Section 1211 to Title 14 of the Code of Federal Regulations. This rule was commonly referred to as the Extra-Terrestrial Exposure Law. It allowed the US government to quarantine returning astronauts and their vehicles upon arrival to Earth. In 1977 the rule was revoked by NASA and formally removed from the Code of Federal Regulations in 1991. That was their first mistake.

When it comes to space exploration, we didn't understand what we were doing. It was almost too late when we understood our reality. Now it's time to change it.
