The Elöser's Rise, Return of Khrealis Series

Book one of Return of Khrealis Series, the Elöser's Rise is based on a planet that rotates around the Sun every twenty-two-hundred years and is responsible for seeding Earth with what we call supernaturals.
The Galactic Council sends the Elöser to reintroduce a supernatural code of ethics set in place and forgotten almost a century ago. This Khrean sent from the planet Khrealis is scheduled to wake to his true identity very soon; and coming out of hiding after twelve years, Stormy finds herself swept up into his cyclone.
Waking, the Elöser waste no time, because as Khrealis makes its twenty-two-hundred-year rotation around the sun, and as this monstrous planet approaches Earth, it does more than affect Earth and the surrounding planets; it causes a metamorphous in the descendants of Earth who were created from the Khreans.
While the Elöser is enforcing the code and building the Cerulean Guard, A blast from an ancient past finds his storm and plots revenge while directing the hurricane.
