HYDRA has already locked away one secret - the infamous assassin, the Winter Soldier. 

But what about it's other secret? An underwater base, stationed in the middle of the most feared area of the ocean, the Bermuda Triangle. There, HYDRA conceals its most volatile weapon, one hidden away completely from the world, and trained for the sole purpose of missions that not even the Winter Soldier himself can handle. Meanwhile, the Soldier doesn't even know the base exists, let alone a weapon even more powerful than the one he was made to be. 

Soon enough, though, he will find out. He will discover the base, and he will discover a human who is in much worse condition than he ever was. 

He will discover the Bermuda Project.

(Note - this story is mainly focused on HYDRA as the main conflict, so issues such as the Sokovia Accords, the Civil War conflict, and Thanos are not present. This story is independent, and begins as "all" of HYDRA has been eliminated and Bucky is adjusting to life in the Avengers Tower).

What, never heard of her? Typical. She has more kills than the Winter Solider. She was taken when she was 4 for her powers. When she escaped she decided to keep her name. HYDRA thinks she is dead. They aren't looking for her. When Clint crashes the quinjet in the field beside her yard, she allows them to stay in her house, no one recognizes her. No one, until Winter walks through the door, and sees a girl that he valued like a sister come up the stairs to greet him and his new team. (This is set in a time and place where the Sokovia accords don't exist and Tony understood that Winter was not to blame for his parents death)
