The most soulmarks anyone has ever had was 3. When Angel was supposed to get her soulmarks an explosion happened and when she wakes up she finds out she has powers. Not only does she gets powers but she wakes up with 18 soulmarks and doesn't recall her past but wakes up in a a Hydra base.
