after what was- publicly- deemed a triumphant defeat at the hands of the avengers, loki is captured and held in the avengers tower while negotiations and trial details are made with asgard. the general public and government are not exactly all for a dishonored god prince and former threat still staying; and neither are the majority of residents in aforementioned tower.
