In a world where children are being born with strange abnormalities, they're sold to the government for experimentation -- but many don't make it out alive. Parents who have such strange children are paid based on how strong and destructive the child's power is. If it's strong enough, the children are used as weapons of war, and thousands are killed a year. A child named Kogane Sangaku, a boy who has a mix of multiple powers, is raised in a facility and trained heavily for war. He doesn't have it bad, life is pretty great. He has a bed, he gets food and water, and has a few friends. But Kogane has the power to make any government crumble...but only the government knows that..
