after both his parents died and aunt&uncle were murdered peter was put in the system. Peter lives in abusive orphanage but keeps up a happy&strong appearance for the loved ones around him.
Tony wasn't paying attention to what he was signing off on but , right before signing off the last page of programs,permission&projects he looked at the head line and saw S.I sun project without reading what the whole thing was about he signed it off and set it a side for pepper to collect later.
