Sylvie always knew something was up with her mother- why else would she have been put up for adoption? DCFS must've stepped in for a purpose.
That letter, or rather, that address- made her reconsider. Her mom wanted to meet. Did Sylvie?
She told herself no, but she convinced herself yes. So she did.
