Izuku has a candy mister quirk and a very active imagination. He also really wanted a brother and so that's what he created inside of his mind. After the death of his Mother in a hero attack  it seemed like everyone else was also imaging his brother to. Izuku couldn't have been happier when a villain gave him an offer he couldn't refuse.
