There is a sector on the Ark called Hogwarts. That is the reason because all of the magical world lives there. One hundred children and one adult. That became the case in a mass floating war. The Council decided  ,after the mass of innocence and guilty being floated, they  would leave that sector alone until it began a problem. All they had to do was ship them to earth. Albus Dumbledore the one raising the surviving children made them the most likely people to survive on a radioactive so. One hundred children are forced on to a drop ship already holding one hundred.
