Years ago, after so many wars the wolves and the council had come to an agreement. The council had to leave the packs alone. Every pack was to uphold their own law, and the council to cease interference.
As that wasn't how nature worked, in every pack there was some council born. Wolves that had the ability to live in the packs, but not obey the pack life. They were bound to the council. And after discovery, and more bloodshed, still unknown to the packs, the council born would still be born.
