Orochimaru didnt know he had a brother. He certainly didnt know he had a nephew who was born the same year as Naruto. No one else knew either. So, when Kazuki Tojiro shows up in Konoha, Orochimaru decides to meet his nephew.
This takes place a month after the war ends (which makes the story start on November 10).
I'm not leaving Neji dead, his revival will be explained.
After the loss of his loved ones in the war, Kazuki isnt ready for the fangirls of Konoha.
