Kiana Gray is refugee from Kletz. She was one of many refugees forced out by her homecountry's communist ways. Kiana is introduced to the city of Courta, Pingo. With the war that has been struck between Kletz and Pingo, foster parent numbers are going down as the number of deaths go through the roof. Kiana doesn't know which country's side to take and she doesn't know how to deal with it.
