Kenma made up Nova for his own selfish reasons. But as the imperial family was assasinated and Japan is thrown into a civil war between the Republic and the Imperials, he has no choice but to follow the orders he was given. It shouldn't have been their war to fight. But as him, Akaashi and Tsukishima develop the program further, and all their friends and loved ones enter the military to protect them, they have no other choice than to step up and fight.
