Het is inmiddels al bijna dertig jaar geleden sinds Katniss een eind maakte aan het leven van Coin. Ze heeft nu samen met Peeta Mellark twee kinderen, Laurell en Briar Mellark. Wanneer Laurell samen met haar moeder Katniss naar haar oma, Mrs. Everdeen wil, komt ze er achter dat ze hun District niet uit mogen. Naast dit zijn er ook flink wat andere vreemde dingen gaande in District 12. Laurell, haar broertje en Katniss en Peeta zijn doodsbang dat er opnieuw een oorlog zal komen. En zeker Katniss. Maar wat is er dan toch aan de hand met president Paylor?

When I was eleven. My whole world changed. Katniss' dad died in a mining accident. You think it wouldn't affect me but I loved him just as much as Katniss did. Maybe even more than I loved my own father. I felt bad, that my own dad couldn't compare to Katniss'. He loved me too though. Loved me like his own. The day he died was the first in a long line of times I have ever seen Katniss cry. She never cried before then but she cried a lot after. Katniss' mother was suppose to get a job after his passing, she didn't. They were starving, dying. I decided to help. After school I would drag Katniss into the woods by her feet. We'd never gone in there without her father. It seemed like a scarier place without him. After some time it wasn't so scary. I don't know what made me volunteer for Katniss. When I heard her name echo throughout the crowd my heart stopped. It wasn't my name, but it was my best friends. There was no way she could survive in there. She had a family, a sister to take care of. I thought my parents could live without me. The name Effie called next was the only name I prayed and prayed I would never hear her say. Peeta Mellark.
