Phoenix Lovegood comes from a weird family with a weird mum, weird dad, weird sister, weird owl, weird house on a weird hill.
 Just a lot of weirdness. 
Bill Weasley is the oldest from a big crazy family with a crazy mum, crazy dad, four crazy little brothers, a crazy little sister, a crazy owl, a crazy house on a crazy land filled with crazy gnomes. Just a lot of craziness. 
So what happens when weird and crazy get mixed together? A beautiful friendship.
Phoenix and Bill balance each other out and make each other better. Seems like the perfect couple wouldn't you think? 
Then you would only be semi correct. 
Phoenix sometimes forgets reality and Bill sometimes forgets that fire burns. Espionage when it come from phoenix.
