3018 - Les prisons n'ont plus la même image qu'avant. Le monde n'est plus le même qu'avant. La population mondiale n'a plus qu'un seul gouverneur et les ministres sont chacun à la tête d'un pays. Face à plusieurs désastres écologiques, le contrôle des naissances est drastique. Peu importe d'où on vient dans le monde, seul deux enfants par couple est possible. Il est exigé que les parents passent d'abord un test de capacité parental. C'est pourquoi certaines villes américaines sont vides. On y envoie tous les prisonniers, sans distinction de la peine.
