Gerard lives in a world where they can only see the 'perfect things'. If something isn't perfect then they simply won't be able to see it. If something once was perfect and then became flawed, then it would be removed from their memory. 

Frank also lives in this world, however he is seen as flawed, and therefore goes by unseen by the 'perfects'

Which is why it confused Frank when Gerard started talking to him.  Naturally he assumed that Gerard was like him. Flawed. Imperfect. But able to see how the world truly was. Until he realised that Gerard couldn't see the other flawed people. Only him.
