There is a method of making a tamper-proof safety bag from a plastic film, such as used to transport cash. 
Making a Tamper-proof Safety Bag Method Includes: 
(a) form an elongated rectangular band made of a plastic film material;
(b) fold the opposite long edges of the strap towards the middle to form a pair of side wings.

There is a gap between the inner edges of the pair of side wings to expose the central region of the strap.
