Mira was locked up not only for being born, but for stealing medical supplies alongside her father who was floated. 

After losing contact with the 100 delinquents who were sent to the ground, Mira is given a second chance at life when she is sent after them to see if the Earth is truly survivable. 

The ground is where Mira not only reunites with someone she thought she lost, but also reunites with herself - finding a world of possibilties she never even dreamed of. Those dreams are what led her to the start of her new life.
