They don't know how to handle their own personal situations and help each other out. All of Panem knows and Snow is not happy. Lets see what he does to get back at them.

There's but one problem with that mask. For it to work, the victor must have two essential things; haunting vivid memories and loved ones they would trade their lives to protect.
