Draco Malfoy is full blooded pureblood King Vampire. He must drink blood of the powerful to survive. He is in a very strained "peaceful" alliance with the Werewolves. Their anger in the ways of justice and vengeance at him for conquering under such a special time of the year. The Blue Moon. He also knows it is when The Alpha's hunger is at an all time high so in many years before he has webbed his power internationally by conquering the magical world piece by piece. He is reading himself for the right time.
