Janus Owens would do absolutely anything in his power for his little brother Virgil. The chances of a sixteen-year-old getting adopted weren't very large, when you throw in Janus's medical history, and the fact that he and Virgil are pretty much a package deal, the chances came down to pretty much zero. Virgil however... Sweet, kind, nine-year-old Virgil didn't suffer from any visible health issues (not like Janus who was all but covered in burn scars). Now he still had a chance. And the agency was more than aware of that. So when a great opportunity comes along that might just end with at least one of the Owen's brothers finding a home Janus is presented with their 'wonderful' and 'brilliant' decision that would in the end 'be better for everyone'.
