New Tokyo, year 135 A3W (after the Third World War). At the end of the 21st century, after several revolts and biological disasters, World War III broke. Few countries had anything to do against the nuclear and biological power of the United States.  Foreseeably, the American giant won the war, and now rules over the whole planet. What used to be countries are now satellite provinces of the USA, called Branches, and the former capital cities of the world are the base of operations of the branches the government keeps in each country to maintain control over the world. Cities have been destroyed and rebuilt so that every single one is a copy of a copy. English has been established as the only official language, and the Old Languages have been forgotten by most. Citizens are monitored and subversive acts are punished with death. Amidst all this authoritarian order, chaos is a spark of hope. And that is exactly what the Fire Shadow, a small organization in the underbelly of New Tokyo, pretends to spread.
