A love-struck, mute merman (Kakyoin) slowly but surely falls in love with a young fisherman (Jotaro). The King of the sea-side country (Dio) becomes enamored with Jotaro at a festival and won't stop until the boy's made his lover. Scandal and heartbreak follow Kakyoin and Jotaro's love amongst the advances of the King.
