Among all werewolves it is well known that if a child was born of two wolf parents and didn't shift by 16 they would be a witch.  And many feared the witches to the point that they would disown their child just for being one.  Well this is my story and well I may not have been disowned by my parents, but I was by my pack and another so this is our last shot before we have to be rogues or they have to hide the fact I don't shift by possibly saying that I was adopted.
