Izuku is bullied for not having a Quirk until one day he pushes Bakugo out of the way of a moving truck with toxic chemicals that spill into his eyes while increasing his other senses. He then moves to Hell's Kitchen with his mother who is then killed by organized crime. Later on U.A. opens a American branch in Hell's Kitchen with transfer students. Izuku who has grown to be fourteen by this time has become a vigilante despite being blind has learned to "see". While being a vigilante is not illegal in America the transfer students have been asked to arrest him as a test while in reality it's a bounty on his head by the mysterious Kingpin.
