It's said to be a twenty and thirty years difference between the technology used in Academy City and everywhere else. But that's not all...
Those eighty percent students that attend Academy City also enrolled in the Power Curriculum Program a experimental project that developed phenomenal supernatural abilities (Esper powers)

In this story I'm aging the people of a certain scientific railgun by 1 year. But touma, index, motoharu, and other characters in toumas class are the same age as before. For plot reasons. Ben 10 moves to academy city to establish a plumber base in the futuristic city. And to add on to his list of problems Azmuth drops off three 5 year old girls with the minds and body's of 12 year olds who are also bens little sisters/clones. Mikoto misaka is the third strongest esper in academy city. She meets Ben after being saved from aliens by him. Not long after she starts to feel something for the strange and heroic boy. Academy city, the most technologically advance city in the world, and a place filled with espers, people with amazing abilities that are ranked from level 0 to level 5. But Academy city isn't the only place that has espers. The European Union has created there own esper training facility. It may not have many students, or even many that have abilities over level 3, but they do have a few level 5 of there own. There first rank is truly exceptional. His name is (Y/n) (L/n). A esper with the ability to control time. Because of his British origin, he's been given the nick name Time Lord. He's a 16 year old guy that looks like a 10 year old.......
