The Nomu, they are deceased individuals whose bodies have been heavily modified by Doctor Garaki in order to hold multiple Quirks, or that is how it mainly goes. What if Doctor Garaki was one day curious to see what would happen if a developing fetus was experimented on, and given multiple Quirks?
Believe it or not, it was somewhat of a success... if you include the Nomu running away and somehow getting into U.A as a student, who's quite popular for his.... charm?
