Bristol Cove 1868.  Orphaned and disfigured, Soot has always been stigmatized by his small fishing town.  Hoping to one day better himself, he tries get in good with Captain Charles H. Pownall by babysitting his mistress, who carries a fantastical secret.  Things get complicated when a merman washes up on the beach.  After healing and befriending the mythical creature, the pair start to become close but complications arise when Soot becomes embroiled in a conflict between merfolk and humans, testing his loyalties, leading to an unforeseen historical tragedy.

Marina Ventura is an outspoken, rude and careless mermaid who is being charged for a crime she didn't commit. She's being sentenced to a year in service of the Queen down in Deltyra, an underwater city where most northern mermaids live. Rowan Ray is a quiet mermaid who spends her days hunting for food with her friends and traveling to land. Rowan's life has been as perfect as it could get, and it's only going to get better! The Prince has asked for her hand in marriage because of her immense beauty and mystery. Unfortunately, this isn't what Rowan wanted for her life. When the two first meet things couldn't be worse; both are prisoners to the royal family, stuck inside a large stone castle, thousands of meters below sea level. Things are looking pretty bleak, so how could things possibly get any better?
