Once it turns midnight on december 31st all 13 year olds will get the number of bubbles on their hand as soulmates and the bubbles will glow when they meet their soulmates. In some cases if a bunch of people in a group meet their soulmates at the same time then all they have to do is touch bubbles with the people around them and if their bubbles glow green if your soulmates and red if not.
