His world already ended... on that train in the Hindu Kush snowy mountains when he watched... him... fall into the rocks below... or so Steve thought. When Steve was placed back home after his final tour; the pandemic that stained the world turned into something like that of a horror movie.
Years after "The End", the rich rose up in alliance to the new world order and claim control over the poor in their respective territories. Secrets are exposed and everything from the old society humanity was used to was now gone completely when Hydra took over as the world super power. 
Something needed to be done. There was no way Steve could allow someone like the people of Hydra stay in power. He needed to get them out before it was absolutely too late. He was just lucky he wasn't the only one out there that felt the same way.
