1 in about 100 humans develop supernatural creatures' characteristics on their 14th birthday, This can result in burning by sunlight or drowning in air.
These human-like creatures are dangerous for society, that's why the government tracks those creatures down, and eliminates them from the world, sending them straight to hell as they like to believe. 

Rosalie and Alana have been best friends since they were kids, and both girls ended up being one of those creatures
