Everyone knows about the 2Ps. Some of the countries have even met them on rare occasions, but they rarely choose to be part of each other's lives, and much is also true in this situation. Arthur has heard about his 2P, who also shares his name, though prefers to be called Oliver. The thought that this alternate him was of any relation to him disgusted him. So, for the longest time, Arthur tried devising the perfect spell to destroy his 2P for good.
