It was common knowledge that the quirked were superior to the quirkless in every possible way. It was common knowledge that the quirkless were a useless minority, unneeded in today's advanced, superpowered society. Just because it's 'common' knowledge doesn't mean it's correct.

Izuku Midoriya was a part of that 'useless' minority. And he was not inferior in any way.
