Since the retirement of all-might, crime increased and people are losing trust in heros all over japan, they instead are finding new hope in the newly elected government. Students of UA deal with the possibility of having their wish of becoming great heros taken away by a newly elected totalitarian governemnt. 

Will they fight for their ideals against the legally elected regime, or will they follow their orders from the government to not face trouble and be labeled a violent "criminal" for the sake of harmony for the Japanese people.

Is a Villian just reckless criminals who brake laws and threaten the peace of the nation, or a cold tyrant who violates human rights like freedom of speech.
