Tony has a mental breakdown and ends up locked in Shields prison (which is where Loki would be) and since Loki's his only companion they are forced to be together all the time and they fall for each other. Loki being loki makes it seem like he's only befriended him for a way to pass the time. After so long of being apart Loki and Sarah find themselves in a difficult position when the feelings that never left, re-surface. They've both changed in so many ways, and with Loki now married to Sigyn for political advantages, the obstacles are high and the prices are higher. Life seems to be determined to keep them apart but with Thanos, on his way to Earth, it doesn't leave much time left for them if things go wrong.
