1. The Humans. They are ruled by the BOM. They make up the majority. 
2. The BOM. They are the government. They have the ability to read minds by looking into someone's eyes. Only some can control minds. They are called Reapers.
3. The FOE.  They have the ability to understand and control objects and animals. Only some can control the elements. They are hunted by the BOM, making them nearly extinct.
