PROJECT: CHILD was administered by Arnim Zola, a Swiss scientist working under SHIELD.

It's main purpose was to see how a POW, and the Winter Soldier reacted to a child, along with it's psychological affects.

It was not meant to continue for decades, nor was the child meant to be set free.

Angelika was a child born from vitro fertilization, with the sole purpose of being HYDRA's lab rat.

Even though she had a voice, she rarely used it. Perhaps out of fear, or perhaps out of habit, but the man-Bucky- was different, and so was the Winter Soldier.
