This story is set in a cyberpunk universe, where the allies had lost to the Axis and are slowly taking territory. However, Japan seems to want more than just the islands and parts of the west coast of the United States. The emperor had sent an order that able and young Japanese boys be trained in espionage. Katsuro Yamamoto would be the chosen one who will bring down the current leaders of the now-former Allied Forces and take more territory to expand Japan's empire.
