Izuku yagi was born pure maturely making his body very weak so his parents keep him home all day not letting him out and when they do then make sure they keep him on a tight leash.

His sister izumi along with her friends discovered he wanted to be a hero so they bully him and use their quirks on him while blaming him for things they did.
 
Even his uncles, aunts and grandparents didn't want him to get hurt so when he ask for them to train him they would refuse to the point they don't listen to him.
